Player Management (including a 20 Question test):  

A Referee can be challenged at any time during a match? To adopt a consistent method of approach to a player, the following 'Staircase Approach to Player Management" advice from the FA England can be used when taking disciplinary action to match the severity of the each offence.

3. Public Rebuke

Yellow Card
Caution offences:

During a stoppage in play.
An aid to match control.
Make clear that player’s behaviour is in breach of law.
Make it clear that player has been cautioned.
Serious warning as to player’s future conduct.

2. Obvious Word

Must be during a stoppage in play.
After the offence has occurred and before play restarts.
Use to cool the game down.
"I’ll give you the benefit of the doubt on that one".
"Repeat that offence again and you may be cautioned".
"That’s the last one. The next time it will / may be a yellow".

1. Quiet Word

Maybe while the game is in progress.
As soon after the offence as possible.
Referee to player – useful for others the hear as well.
"I saw that player, be careful".
"That’s two fouls you’ve committed".

Maybe while the game is in progress.
Not necessarily immediately after the offence.

Avoid: Inflaming the situation: Belittling players: Finger wagging: Shouting aggressively at players: Distinguish between shouting and a loud voice: May demonstrate lack of personal control: Do not use inappropriate language: "Oi, you": "Get over here"
